📋 DLT Compliance — Step-by-Step Guide

Step-by-Step DLT Registration Guide — How to Register as a Principal Entity (PE) in India

Airtel SmartPing  •  Jio TrueConnect  •  VILPOWER  •  BSNL UCC  •  Entity Sign-up  •  Documents  •  Approval

Under TRAI TCCCPR 2018, every business that sends commercial SMS in India must first register as a Principal Entity (PE) on a TRAI-authorised DLT portal. This guide walks through the complete registration process on Airtel SmartPing (smartping.live) — including all required documents, form fields, OTP verification, and operator approval — so you can complete your DLT registration correctly the first time.

1. What Is a Principal Entity (PE) Registration?

A Principal Entity (PE) is the term used under TRAI TCCCPR 2018 for the business organisation that originates commercial SMS — i.e., your company. Before you can send any commercial SMS in India (OTP, transactional, promotional, or service SMS), your organisation must be registered on a TRAI-authorised DLT (Distributed Ledger Technology) portal as a Principal Entity.

PE registration creates a unique PE ID — the verified digital identity of your business on the national DLT network shared by all telecom operators. Every subsequent step of DLT compliance — Sender ID (Header) registration, content template registration, and PE–TM (Telemarketer) binding chain — is linked to this PE ID.

ⓘ Without PE Registration: No SMS can be sent. Telecom operators automatically block all commercial SMS from unregistered entities at the network gateway level. PE registration is the first and most critical step of DLT compliance.

2. Which DLT Portal Should You Register On?

India has multiple TRAI-authorised DLT portals — all interoperable with each other. You only need to register on one portal. Your PE ID will work across all telecom operators regardless of which portal you choose.

⚠️ Note: Registrations are interoperable — once approved on any one portal, your PE ID works for sending SMS on all operators (Airtel, Jio, Vi, BSNL). You do not need to register on multiple portals.

3. Documents Required — Complete Checklist

Keep the following documents ready as clearly scanned copies before starting the registration form. All scanned copies must have the entity name and identification number/address clearly legible.

DocumentStatusDetails / Accepted Options
Company PAN CardREQUIREDPAN number allotted by the Income Tax Department. Example format: NAMES1234A. Scanned copy with entity name and PAN number clearly visible.
CIN / GST / TANANY ONECompany Identification Number (CIN), GST Registration Number, or TAN. Upload scanned copy of whichever is available.
Proof of IdentityOPTIONALAny one: GSTIN / Aadhaar or Unique Identity Number / Election Commission ID / Passport
Proof of AddressREQUIREDAny one: Aadhaar / Unique Identity Number / Election Commission ID / Passport / Electricity Bill (not older than 3 months) / Telephone Bill (not older than 3 months) / Lease Agreement or Registered Sale Deed
Other DocumentsOPTIONALAny other supporting organisational document — specify the document type when uploading.
Authorisation DocumentREQUIREDLetter or document authorising the named person to operate the DLT portal on behalf of the Principal Entity. Typically a board resolution, letter of authorisation, or company letterhead authorisation.
📄 Scanning Tip: All documents must be scanned with the entity name and the identification number (PAN, GST, CIN etc.) clearly visible. Blurry, cropped, or partially visible documents are a common cause of registration rejection. Use a minimum 300 DPI scan and file size under 2MB per document.

Step 2 — Select Operation Type: As Entity

2

Select "As Entity" and click Next

After clicking Login / SignUp, you are redirected to a page asking you to select your type of operation. Select "As Entity" — this registers your business as a Principal Entity. Do not select "As Telemarketer" (that is for SMS service providers, not businesses sending SMS). Click Next.

Step 4 — Fill Organisation Details

4

Complete the registration form — Organisation section

You will be redirected to the main registration form. At the top, choose between New Registration (first-time) or Enrolment of Entity Already Registered (if you have a PE ID from another portal). Fill in these fields:

Enter Organization Name — exactly as per official records
Private / Government / SEBI Broker / Public / Others
Enter Parent Entity ID — leave blank if none
Authorised / Official company email
Select category per TRAI regulations — e.g. Banking, Health, Retail, Education, IT, etc.
  • Name of Organisation: Enter your company's legal name exactly as it appears in your PAN, CIN, or registration documents. Any mismatch with your uploaded documents causes rejection.
  • Entity Type: Select Private (Pvt Ltd / LLP), Government, SEBI Approved Broker, Public (Ltd company), or Others (partnerships, sole proprietors, trusts, NGOs).
  • Category of Organisation: Choose the TRAI-defined category that most closely describes your business — this affects which SMS template categories you can register.
  • Email: Use your official company domain email — login credentials will be sent to this email after approval.

Step 5 — Fill Company Address

5

Current Address and Registered Address

Fill both the Current Address and Registered Address of your company — exactly as they appear on your submitted documents. If both addresses are the same, check the "Same As Current" checkbox to auto-fill the registered address.

+91   Enter Mobile No.
REGISTERED  □ Same As Current

Tick "Same As Current" if registered address matches current address — otherwise fill separately.

⚠️ Address Accuracy: The address you enter must match exactly with your Proof of Address document. Even minor differences (abbreviations, spelling variations) can cause the operator to reject your registration. Enter the address character-by-character from your utility bill, lease agreement, or Aadhaar.

Step 6 — Upload Documents

6

Upload all required documents

In the Documents section, upload scanned copies of your PAN, CIN/GST/TAN, Proof of Identity, Proof of Address, and any other documents. All uploads must be clearly scanned — entity name and identification number visibly legible.

Step 7 — Authorised Person Information

7

Enter the details of the person who will operate the DLT portal

The Authorised Person is the individual from your organisation designated to manage the DLT portal account — registering Sender IDs, submitting templates, and managing the PE–TM binding chain. This is typically the IT Manager, Compliance Officer, or a senior marketing/operations person.

Authorized Person Information
Enter full name of authorised person

Choose File No file chosen

  • Mobile No.: The OTP for registration verification is sent to this number — ensure it is active and accessible at the time of submission.
  • Authorization Document: Upload a board resolution, letter of authorisation on company letterhead, or power of attorney designating this person to operate the DLT account.
  • Terms & Conditions: The checkbox is mandatory — registration cannot be submitted without accepting the terms.

Step 8 — OTP Verification & Email Confirmation

8

Verify your mobile number and email address

After clicking Submit, a two-step verification process begins:

Step 8a — Mobile OTP Verification

📱 OTP SMS sent to your registered mobile number.
You will receive a One Time Password on the authorised person's registered mobile number. Enter the OTP in the field provided and press Submit. If you do not receive the OTP within 2 minutes, click Resend OTP.

Step 8b — Email Verification

💌 Email verification link sent to your company email.
After OTP submission, the portal sends a verification link to your registered company email. Click the link to verify your email address. If the verification email is not in your inbox, check your Spam / Junk folder — DLT portal emails are sometimes filtered by spam systems.

Step 8c — Confirmation

✅ We have successfully verified your email and your request has been submitted. After verification of document your login credentials will be sent to this email.

Once both OTP and email are verified, your registration is submitted to the telecom operator for document review and approval.

Step 9 — Operator Approval & Receiving Login Credentials

9

Operator review, approval, and portal access

After your registration is submitted and verified:

  • Operator Review: Your registration details and uploaded documents are reflected on the telecom operator's module for review. The operator (Airtel, in the case of SmartPing) can approve or reject your registration based on document completeness and accuracy.
  • Approval Timeline: Typically 1–3 business days. Rejections typically happen when document scans are unclear, entity name does not match across documents, or the address does not match the Proof of Address.
  • Login Credentials: Upon approval, your username and password are sent to your registered company email. Use these to log in to the DLT portal and proceed with Sender ID and template registration.
⚠️ If Rejected: The rejection reason is communicated via email or portal notification. Common rejection causes: (1) Document name does not match Organisation name; (2) Proof of Address is older than 3 months; (3) Scanned copy is unclear or cropped; (4) PAN number entered does not match the uploaded PAN card. Correct and resubmit. Fivo SMS can review your documents before submission to minimise rejection risk.

Overseas Entity Registration

If your organisation is incorporated outside India (Overseas), the registration process is identical to the Indian process with one key difference — instead of a PAN card, you must provide a Unique Company Identification number issued by the relevant government authority in your country of incorporation.

FieldOverseas Requirement
Company PANNot required for Overseas entities
Unique Company Identification REQUIREDIdentification number allotted by the respective country's registration department to the entity — e.g., Company Registration Number (UK), EIN (US), ACN (Australia), Company Registration Number (Singapore)
Relevant Document REQUIREDDuly scanned copy of the Unique Company Identification document — entity name and identification number clearly visible
CIN / GST / TANOptional — provide equivalent if applicable
All other fieldsSame as Indian entity registration

What to Do After PE Registration

PE registration is only the first of four steps required for full DLT compliance. After your PE ID is approved and you log in:

2

Register Sender ID (Header)

Register your 6-character alphanumeric Sender ID under your PE account — one ID per SMS category (Transactional, Promotional, Service). Go to Header Registration in the portal menu.

3

Register Content Templates

Submit your message templates with {#var#} variables for all SMS use cases — OTP, dispatch alerts, offers, reminders. Go to Template Registration in the portal menu. See our Template Guidelines >>

4

Complete PE–TM Binding Chain

Link your PE ID to Fivo SMS as your Telemarketer on the DLT portal. This is mandatory since December 2024 — without the binding chain, SMS will be blocked even with all other registrations complete. Contact Fivo SMS to initiate this step.

Frequently Asked Questions — DLT PE Registration

Which DLT portal should I register on — SmartPing, TrueConnect, VILPOWER, or BSNL UCC?
All four portals are TRAI-authorised and interoperable — registering on any one of them gives you a PE ID that works across all telecom operators (Airtel, Jio, Vi, BSNL). Choose the portal that is most convenient for you — many businesses prefer Airtel SmartPing (smartping.live) for its user-friendly interface, or Jio TrueConnect if Jio is your primary telecom relationship. Fivo SMS can advise on portal selection based on your industry and use case.
What is the difference between New Registration and Enrolment of Entity Already Registered?
New Registration is for businesses registering on the DLT portal for the very first time — you will receive a new PE ID. Enrolment of Entity Already Registered is for businesses that already have a PE ID from another DLT portal (e.g., already registered on Jio TrueConnect) and wish to also link that existing PE ID on Airtel SmartPing — without creating a duplicate registration. Always use Enrolment if you already have a PE ID from any portal.
What documents are required for DLT PE registration?
Mandatory: PAN card (Indian entities), Proof of Address (Aadhaar/Utility Bill/Lease not older than 3 months/Passport/Election ID), Authorisation Document for the designated portal operator. Recommended: CIN, GST, or TAN (any one). Optional: Proof of Identity, Other Documents. All documents must be clearly scanned with entity name and number visibly legible.
How long does DLT PE registration take from submission to approval?
After submitting the form and verifying both your mobile OTP and email, the telecom operator reviews your documents. Approval typically takes 1–3 business days for complete, accurate submissions. If documents are missing, unclear, or there is a name/address mismatch, the operator will reject the application and you must resubmit with corrected documents — adding 1–2 more days. Fivo SMS recommends reviewing all documents for accuracy before submitting to avoid rejection delays.
